How to read the vote counts. In Sacramento, a bill needs "aye" votes from a majority of a committee's or chamber's full membership to pass – not just a majority of members who happen to vote. That means an abstention or a "not voting" has exactly the same effect as a no vote: it withholds a vote the bill needs. This tracker counts them together as Did Not Support, while still showing whether each legislator voted no or abstained.
